IAS officer Vini Mahajan has been appointed as the first woman Chief Secretary of the state on behalf of the Punjab government. On the very next day Karan Avtar Singh, the former Chief Secretary, who was removed from this post, has gone on a leave of two months. It is worth mentioning that while holding the post of Chief Secretary till Friday afternoon, Karan Avtar Singh while chairing the meeting of the State Level Standing Committee (SLSC), had given consent for renovation of 1100 km long roads and construction of 16 bridges. Till then, there was no feeling that Karan Avtar Singh was attending his last meeting as the Chief Secretary.

After taking out the transfer order, the government handed over the responsibility of Special Chief Secretary Public Reform and Grevensage to Karan Avatar. He is about to retire on 31 August, and he has cleared the 2 months leave and made it clear that he will now come to office only to complete the formality of retirement. His three-year tenure as the Chief Secretary remained untouched, until some of his ministers were debated in the cabinet sub-committee meeting regarding the new excise policy.

After this incident, the cabinet ministers started demanding the removal of Karan Avtar Singh as Chief Secretary on the Chief Minister. On the other hand, the Chief Minister also apologized to Karan Avatar during the Cabinet meeting to defend the matter but the resolution of the dispute went to the ministers. It is believed that the ministers had started lobbying against the Chief Minister on this issue, which also became known to the Chief Minister.
