US:On Friday, July 12, US President Joe Biden introduced the "Ukraine Compact" during a speech at the Walter E. Washington Convention Center. Addressing representatives from 32 allied countries and the European Union, Biden outlined this initiative as part of the Joint Declaration of Support for Ukraine 2023. The Ukraine Compact aims to address Ukraine's immediate defense and security needs while ensuring long-term support. Biden emphasized that this comprehensive security framework is designed to support Ukraine both in times of war and peace. "Ukraine's security is vital to the stability of the Euro-Atlantic region and beyond," Biden stated. "We are committed to a free, independent, democratic, and sovereign Ukraine capable of defending itself and deterring future aggression." He condemned Russia's invasion of Ukraine, calling it an "illegal and unprovoked" attack that threatens international peace and violates international law, including the United Nations Charter. The Compact also acknowledges Ukraine's commitment to reforms that strengthen democracy, the rule of law, and respect for human rights and media freedoms. These reforms are crucial for Ukraine's Euro-Atlantic aspirations and reflect shared values and interests. To support Ukraine's immediate defense, the Compact includes provisions for modern military equipment and financial assistance. Additionally, the US and its allies aim to help Ukraine build deterrence capabilities to prevent future attacks. President Biden announced plans to review and approve development strategies within the next six months, prepared by leaders of the Capability Coalitions, to strengthen Ukraine's defense through 2027 and into the 2030s. "In the event of a future Russian armed attack against Ukraine, we will convene swiftly at the highest levels to determine the appropriate next steps in supporting Ukraine," Biden declared. This clause includes provisions for sustained security assistance and imposing economic and other costs on Russia.
