Thiruvananthapuram: With the signing of the Kerala Lok Ayukta (Amendment) Ordinance, the Cabinet decided on Wednesday to begin this year's first and second Pinarayi Ministry's third Assembly session on February 18 with the Governor's Address. The Governor's address, which will be read out on February 18, was also authorised by the Cabinet. K N Balagopal will present his first comprehensive budget on March 11 after nearly a fortnight recess, breaking from the traditional practise of having the Budget presentation straight after the discussion on the Governor's address. Balagopal's first budget, delivered on June 4, 2021, was just an update to his predecessor T M Thomas Isaac's budget, which had been submitted on January 15, 2021. The 15th Kerala Legislative Assembly's third session will be held in two phases – i.e from February 18 to 25, and then on March 10 for the Budget session, which will feature the presentation of the budget and following discussions. The break has been planned for the smooth functioning of the CPM State Conference in the first week of March.
