The similar recommendation was made by Standing Committee of Parliament in the year 2012-13. It was accepted after discussions in the Council of Ministers. A recommendation has been sent to the President to set up a commission in the list of OBCs to create sub-categories." What did the Congress say on the government's decision? Congress spokesman Randeep Surjewala said, "The Supreme Court had created the creamy layer because the poor would get the benefit of reservation.
