On Monday, the cabinet approved the Punjab Business Rules, 2020 under the terms of the Punjab Right to Business Act, 2020, to ease the regulatory burden on micro, small and medium scale industries (MSMEs), thereby accelerating the establishment of MSMEs in the state. In another decision of the Cabinet, all the MSME industrial units in Punjab are subjected to the certification of standing orders and the industrial units engaged in the continuous process are exempted from deploying their employees during the days of industrial employment ( Under the Standing Order) Act, 1946, the withdrawal of notifications has been approved. The same, according to the condition of the Industrial Employment (Standing Order) Act, 1946, if the owner hires 20 or more employees, then they have to get the standing order certified. To reduce the burden of rearing on the owner, this limit of 20 labourers has been increased to 100 labourers, as envisaged in the Industrial Employment (Standing Order) Act, 1946. The need for certification of standing orders has been done away with and model standing orders have been imposed on them. The Punjab Cabinet for setting up three new units of DNA, cyber forensic and audio / voice analysis at the Forensic Science Laboratory SAS Nagar (Mohali), for the early disposal of Paxo Act and crime against women, amounted to Rs 1.56 crore annually. It has been approved to create 35 posts with a cost. DNA sampling and testing have also been made mandatory for all cases of sexual offences.
