The phone tapping case came to light when Rao's conversation with a person allegedly associated with the Congress high command surfaced on a local channel in Karnataka. Rao was appointed police commissioner by Yeddyurappa on August 2. He was sworn in on July 26. It is said that the talks were held before June 2019 when the Congress-JDS government led by Kumaraswamy was in power and some senior officials of Karnataka were trying to secure the post of Police Commissioner. Rao has not commented on the alleged leak. Kumaraswamy has denied any of his advances on the issue.
