New Delhi: The second phase of the Budget Session of Parliament is set to resume on Monday, March 14, 2022. In the second phase of the session, the Rajya Sabha will get 19 hours more than the previously scheduled time. The House will function from 11 am to 6 pm, while in the first phase of the Budget Session, the proceedings were held from 10 am to 3 pm. The Upper House of Parliament will get 64 hours and 30 minutes to transact legislative business of the government and raise issues of public importance in the second phase of the session. There will be four days for the business of the private members in the House. The Question Hour will remain for one hour, while the Zero Hour, which was reduced to half an hour during the first phase, will now last for a full hour in every meeting. The Chairman of the Rajya Sabha, Shri M. Venkaiah Naidu is likely to give an account of the functioning of 8 DRSCs in the Upper House on Monday during this recess. The first phase of this budget session, with 10 sittings, ended on February 11, 2022, in which the House worked 101.40 per cent. In the first two days of the first phase of this session, the President had delivered the Address to the members of both the Houses and the General Budget for the year 2022-23 was presented. This happened almost three years later, when the Rajya Sabha had eight consecutive sittings without any disturbance and adjournment. Such a demonstration was last seen in the first 13 meetings of the monsoon session in 2019.
