It started when a man named Pan, who lives in a small village in Lishui City, Zhejiang Province, came to know about the government's Urban Renewal Compensation Scheme. Pan made a plan to take advantage of this government scheme and remarried to his former wife, whom he divorced in 2011 itself. After this, he got the apartment under the government scheme. Then six days later he divorced his former wife. Pan's married his sister-in-law for the apartment.

By doing this, they registered themselves as residents of the village and then got divorced, but the housing scheme officials somehow got aware of this fraud. When the authorities investigated, it was found that the 11 people who got married have the same address and then their relationship was also revealed. After this, all the people were arrested. At present, four people have been kept in custody, while others have been acquitted on bail.
