Discussions are underway between the Department of Telecom and the Indian Unique Identification Authority (UIDAI) to verify the mobile number for migrant Indians and foreign tourists. Overseas Indians and foreign tourists are not eligible to take the number.

"Those who have Aadhaar or are entitled to get Aadhaar will have to verify their SIMs with their Aadhaar," Telecommunication secretary Aruna Sundararajan said.

"The operators have been asked to draw up a process incorporating new guidelines and come back to UIDAI by November 15. Once the UIDAI gives them clearance, they will have to implement the new system within a period of two weeks," Sundararajan added.

He said that those who have the basis or who are eligible for Aadhaar number, SIM must be verified only from the base.

Based on the basis of system based system of verification of SIM card has been simplified this week. The government has approved the OTP and other modes for connecting the mobile number with a 12-digit biometric number.

Telecom operators have also been directed to deploy iris devices at "appropriate number of service points" so subscribers have access to iris authentication "within a reasonable geographical distance". One such way for NRIs and foreign tourists could be authentication through passport, but no decision has been taken yet on the matter.
