After the Supreme Court's decision, the Central Government had clarified that Aadhaar number or Aadhaar card is not necessary for getting a new SIM card or a new mobile connection. Now the Department of Telecommunications (DoT) has notified all the telecom operators that they can buy the new SIM card by registering for Virtual ID (Aadhar-KYC) and Limited KYC process.

This process will also apply to the re-verification of existing mobile customers. This new rule will come into effect from 1 July.  The point to note is that both Virtual ID and Limited eKYC are part of the system of the Aadhar. The biggest difference is that it is not shared with people's Aadhar numbers.  In this process, only related information is accessed and telecom company uses it for verification.

Apart from this, those who do not have the Aadhaar numbers, especially NRIs and foreigners, can take new mobile SIMs and connections by showing the other identity card issued by the government.  Telecom companies need to make necessary changes to their systems before starting July 1 to begin the process of virtual ID. If you have Aadhar card and you do not want to share your unique Aadhaar number with anyone, then you can opt for Virtual ID. 

Virtual ID is a 16 digit number, which is mapped to the base number of the people. You can always generate a virtual ID by entering your base number on the UIDAI website https://resident.uidai.gov.in/web/resident/vidgeneration.
