New Delhi: In a crucial move, the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, will be presented in the Lok Sabha by Home Minister Amit Shah today, August 1.

The Bill aims to amend the Government of National Capital Territory of Delhi Act, 1991, and has been a subject of controversy.

Once enacted, this legislation will grant the Delhi Lieutenant Governor the ultimate authority in matters concerning the transfer and posting of Delhi government officials. The Union cabinet had already approved the Bill on July 25 after the contentious ordinance, issued on May 19 this year, resulted in a heated standoff between the Delhi government and the Centre.

The upcoming Bill is set to replace the contentious ordinance, with the voting scheduled to take place in the Lok Sabha.

However, the Delhi government has expressed strong opposition to this Bill, asserting that it infringes upon its powers to make decisions regarding the transfer and posting of officials.

In addition to the Government of National Capital Territory of Delhi (Amendment) Bill, 2023, the government is also seeking the passage of the Offshore Areas Mineral (Development and Regulation) Amendment Bill, 2023, in the Lok Sabha. This bill aims to enable the auction of minerals extracted from the seabed.

Furthermore, the Registration of Births and Deaths (Amendment) Bill, 2023, will also be presented in the Lower House for approval. The Bill seeks to amend the Registration of Births and Deaths Act, 1969.

Another significant Bill, the Constitution (Scheduled Castes) Order Amendment Bill, 2022, is expected to be passed in the Lok Sabha on Tuesday. This bill aims to modify the list of Scheduled Castes in Chhattisgarh as specified in the Constitution (Scheduled Castes) Order, 1950.
