US: Following Putin's decision to recognise the rebel regions of Ukraine as separate republics and send more soldiers into Kiev, White House Press Secretary Jen Psaki stated that a planned meeting between US President Joe Biden and his Russian counterpart Vladimir Putin "definitely is not in the plans."

Psaki did not directly rule out a future meeting with Putin when she spoke to reporters late Tuesday, but she did say that Biden would not meet Putin unless Russia de-escalates the situation in Ukraine by withdrawing troops.

Biden's remarks were followed by those of the Press Secretary. Biden unveiled the first wave of stronger penalties against Russian banks, oligarchs, and others on Tuesday, with intentions to ramp up the pressure if Moscow continues its invasion.

The sanctions target two major Russian financial institutions: V.E.B. and their military bank, as well as Russian sovereign debt, with the goal of "cutting off Russia's government from Western financing," according to Biden.

While announcing the sanctions, Russian President Vladimir Putin stated that Russia "can no longer raise money from the West and cannot trade in its new debt on our markets or European markets."

Biden stated that his government has been successful "Sanctions will also be imposed on Russia's elites and their families. They share in the Kremlin's crooked benefits, and they should share in the agony as well ".
