Armenia: After provocations from Armenia, border conflicts have resumed, the Azerbaijani Defense Ministry reported early on Tuesday.

The ministry said the large-scale provocation was carried out by the Armenian army near the Dashkasan, Kalbazar and Lachin areas. It was said that sabotage groups of the Armenian Army had also planted mines between military roads and land strips in Azerbaijan.

According to the ministry, fighting broke out after Armenian troops attempted to exercise caution.

Armed with howitzers and other weapons from the Basargesar, Istisu, Karakilis and Goras regions, Armenian forces began firing on Azerbaijani positions in the Dashkasan, Kalbazar and Lachin regions.

The region of Nagorno-Karabakh, which lies within Azerbaijan but has been ruled by ethnic Armenian forces backed by Armenia since the end of a separatist war in 1994, has been the subject of a long dispute between Armenia and Azerbaijan.

Last November, an agreement was reached by Moscow to end six weeks of fighting over the region that claimed more than 6,600 lives. A ceasefire mediated by Russia allowed Azerbaijan to take control of a large part of Nagorno-Karabakh and surrounding areas from Armenia-backed separatists.

Soon after the conflict was resolved, Azerbaijan began a significant reconstruction effort in the liberated Karabakh region.

According to Azerbaijan's Foreign Minister Zehun Bayramov, a proposal containing five requirements was sent in March to normalize relations with Armenia.

The demarcation of the borders between the two countries is one of the points of the proposal; Azerbaijan had previously proposed a solution, but Armenia had repeatedly placed preconditions to address it.
