Due to the resentment of the states on the allocation amount under the PM-Kisan Yojana to give a fixed amount of 6 thousand rupees per year to the farmers, it is being said that the scissors are going on in the upcoming budget. It has been said that this time the central government is going to allocate 20% less amount under this head and while the scheme received 75 thousand crore rupees in the budget 2019-20, only the estimate of 60 thousand crore rupees for 2020-21 has been installed. This year West Bengal did not implement the scheme at all, while many other states did not provide comprehensive benefits to the farmers.

According to the 'PM Kisan' website of the Ministry of Agriculture, out of the total 8.80 crore beneficiaries identified under the scheme, 8.35 crore small farmers have been given an amount of 2 thousand rupees as the first installment and in the second installment The number of beneficiaries has come down to 7.51 crores, 6.12 crores in the third and only 3.1 crores in the fourth installment (till 29 January). Aadhaar has been made mandatory to be linked to a bank account for the benefit of the scheme. Probably due to this, many small and marginal farmers have opted out of the scheme."

Due to this, 1.4 million farmers in Uttar Pradesh and 5.8 crore farmers all over the country are not likely to get the fourth installment. Out of 54.58 lakh farmers identified in Bihar, where the first installment was received to 52.19 lakh farmers, but in the third installment, it was reduced to 31.41 lakh. Similarly, 2.01 crore beneficiaries were identified in Uttar Pradesh and the first installment was given to 1.85 crore farmers while in the third installment the number came down to 1.49 crore.
