For the first time, the CBI has been arrested in Himachal Pradesh for investigating the Rs 250 crore high-profile scholarship scam. Among those arrested is the then Superintendent of the Education Department, Arvind Rajta, the head cashier of the Nawanshahar branch of the Central Bank of India and Hitesh Gandhi, vice chairman of the KC Group of Institute, Una. All three can be produced in the CBI court on Saturday. It is being told that the CBI has taken action against the three after being confirmed in the scam. There may be more arrests very soon. Sources said that Rajta's role in the investigation so far has been found suspicious. He has been posted at the Education Headquarters during the scandal time from where the scholarship distribution work is conducted. In the past, the CBI also raided the Casey Institute of Una and seized the documents. At the same time, the head cashier of the bank is being told that he was present in fake accounts with mobile numbers and other information in the bank accounts.

The FIR was registered by the CBI on 9 May 2019 on the recommendation of the Himachal government. Five days later, raids were conducted in 22 educational institutions in Himachal, Punjab, Haryana, and Chandigarh. The action was carried out in Shimla, Sirmaur, Una, Bilaspur, Chamba, and Kangra in Himachal Pradesh besides several educational institutions at Karnal, Mohali, Nawanshahar, Ambala and Gurdaspur. It was also raided in banks.

After the complaint of Minister Ramlal Marakanda, the Department of Education conducted an investigation, then during the issue of scholarship to 2.38 lakh SC, ST and OBC students from the year 2013-14 to 2016-17 came to light. During this time, the scholarship was distributed to 2772 educational institutions, in which 266 private educational institutions were present. 210 crore has been given to private institutions and 56 crores to government institutions. Out of 2.38 lakh students, in 19915, funds were released in bank accounts linked to four mobile phone numbers. Apart from this, the matter was related to big educational institutions and other states as well, in which the government has recommended a CBI inquiry.
