With the aim of reducing the number of counterfeit mobile phones and theft, the government is preparing for a new arrangement, under which all services will be stopped on stolen or missing mobile phones making the stolen mobile phones useless. This system will continue to work on all the networks even after removing SIM or changing the IMEI number.

Significantly, the Government has given responsibility to the Public Sector Bharat Sanchar Nigam Limited (BSNL) to develop software for the new system Central Equipment Identity Register (CEIR) and the manner of implementation. The company has been given the responsibility of testing its service for six months in Pune from its Pune center. If this experiment is successful, the risk of national security would be reduced with the financial loss of the citizens.

It is worth noting that CEIR aims to discourage theft by reducing the number of counterfeit mobile phones. Telecommunication Department will connect the IMEI database of CEIR system to all mobile operators.
