The NIA has revealed that Iqbal, a Lashkar-e-Taiba leader, was behind the blast. Authorities have confirmed that Lashkar-e-Taiba chief Hafeez Syed along with Underworld don Tiger Memon conspired to carry out the blasts in India. Iqbal found that he had developed contacts with people from his home village of Khairana to execute the plan. Another man, Khalim, was also implicated in the Darbhanga blast case.

It has been confirmed that Iqbal Khana made voice calls through social media to give orders from Pakistan. A police investigation has revealed that a man named Khalim took help from Haji Salim as he was not aware of the internet. The investigation revealed that Iqbal Khana had made voice calls with Haji Saleem through Khalim's social media account. The probe revealed that Iqbal had hoped for a reward of Rs 1 crore for each blast to the Malik brothers. Nazir Malik and Haji Salim have agreed to meet key leaders on Pakistan's Afghan border in 2012, NIA officials said.
