Jain flouted jail rules, officials also.., Sensational revelation in report

New Delhi: The committee submitted its report alleging violation of rules in Tihar Jail by Jail Minister Satyendar Jain and getting VVIP treatment on the strength of his influence in Delhi's Arvind Kejriwal government. Many surprising revelations have been made in the report about Jain. The committee comprising Delhi's Principal Secretary (Home), Principal Secretary (Law Department), and Secretary, Vigilance Department has finalized its report on Tihar Jail in senior Aam Aadmi Party (AAP) leader Satyendar Jain's case.

As per paragraph number 26 of the report, Delhi's 'Jail Minister' Satyendar Jain violated prison norms and rules and misused his official position and authority, which enabled him to enjoy special treatment/facilities in prison. The report also states that at least 5 prisoners were in the service of the AAP leader in jail, including two POCSO accused Rinku, Afsar Ali, and Manish besides Sonu Singh, Dilip along with Tihar Jail administration including a former superintendent, jail warden, and jail Munshi was also involved. All of them were pressurized to give special service to Satyendar Jain in jail.

According to paragraph number 25 of the committee report, Sandeep Goyal, the then DG of Tihar Jail, was found in connivance with Satyendar Jain, departmental action has been recommended against Goyal for giving VVIP treatment to Satyendar Jain. The report also mentions that the prisoners did not give any service to the AAP leader voluntarily or of their own free will. Rather, the prisoners were intimidated by the suspended Jail Superintendent Ajit Kumar and the jail administration, saying that if they did not obey, they would be severely punished and tortured.

According to reports, Satyendar Jain held a meeting several times in his room with co-accused Vaibhav Jain, Ankush Jain, Sanjay Gupta, and Raman Bhuraria in the ED case, flouting jail rules. Paragraph 22 and 23 of the committee report states that Satyendar Jain's wife Poonam Jain and other family members continued to stay in jail in gross violation of rules and in connivance with jail officials including the then DG Sandeep Goyal and suspended jail superintendent Ajit Kumar.

Not only this but it has also been told in the report that DG Sandeep Goyal met Jail Minister Satyendar Jain in his cell on 6 October 2022 from 6.39 pm to 7.29 pm for about 50 minutes. This suggests that Sandeep Goyal was very close to Satyendar Jain and was in collusion with top officials, i.e. the then DG (Prisons) Sandeep Goyal. Along with this, on September 12, the then Jail Superintendent met Satyendar Jain in his cell for about 15 minutes.

As per reports, the jail account cards of other inmates were used by Satyendar Jain to purchase fruits, food, and other items for his personal use. These jail account cards were recharged by the jail wardens and other financially good inmates. Not only this, the meeting records for the months of September and October show that Satyendar Jain's wife Poonam Jain, and other family members met him flouting the jail rules.

3-4 jail account cards were used by his close aide Sanjay Gupta to buy items from the jail canteen for Satyendar Jain. All this was done to prevent the limit of Rs 7000 per month on the card. According to the report, AAP leader Satyendar Jain used to hold frequent meetings with his family members at Jail No. 7 Devodhi, which is a restricted area and a serious violation of the Delhi Prison Rules, 2018, as the place is not meant for the meeting but for inmates. It is meant to come and go. All this cannot happen without the collusion of the Jail Administration and especially the Jail Superintendent and DG (Prisons).

It has also been told in the report of the committee that the prisoner Rinku, who gave a massage to Satyendar Jain, has informed the committee that he has not taken any training in giving massages or as a physiotherapist, rather he used to do business of providing mares in weddings. At the same time, another prisoner Asif Ali said in his statement that he served Sanjay Gupta and Satyendar Jain in the hope of helping them financially and coming out of jail and gave them his card to use.

On the other hand, a prisoner named Manish told the committee that a person named Vikas got 6900 rupees in his card, from which he used to buy food items of Jain's choice. Prisoners named Sonu Singh and Dilip Kumar told that he never did the work of sweeping, but he also felt very bad when he did the work of cleaning Jain's cell at the behest of the jail Munshi.
