18th March 2020, Jaipur:

There is a need to prepare and implement a comprehensive system to integrate the general education, skill education and industrial apprenticeship for preparing our youth for an imminent challenge facing them and the country. The model must incorporate school outputs both at 10th and 12th level as well as the school dropouts through recognition of the skills learned by them and NIOS.

Bhartiya Skill Development University is known for skilling youth by adopting and modifying its curriculum based on industry requirement. Bhartiya Skill Development University (BSDU) with an aim to garner greater awareness and hands-on experience of real time industrial practices.

The National Education Policy – 2019 recognizes that, “Higher education must play a key role in preparing individuals for the world of work”.  One of the main objectives of the Policy, as specified in Chapter 20 of the Draft Policy, is to integrate vocational education into all educational institutions - schools, colleges and universities, to provide access to vocational education to at least 50% of all learners by 2025. Also, Skills Education and the Apprenticeship System in the Country are undergoing rapid changes to keep pace with the emerging skilled manpower needs and to capitalize on the demographic dividend available to the Country due to its youngest population in the world.

Brig (Dr) Surjit Pabla, Pro Chancellor BSDU says, “BSDU as per the latest demand of the industry ensures the suggested models allow for students of both skills universities and conventional universities to utilize apprenticeship programme to acquire practical skills leading to employment in their chosen areas.”

Skills universities will offer opportunities to students from different backgrounds like:

10th Pass from Schools - Students passing 10th class from schools have two options. They can either continue in schools for 12th standard or go to skill institutes (ITIs and polytechnics) for skills training.

School Dropouts – Those who drop out of school without completing their 10th class, will have the option of getting their skills, attained while working, certified through RPL and do 10th/12th through NIOS and join universities for higher education.

12th Pass from School – Those passing 12th class from school have two options. They can either go to conventional universities for their higher education or go to skills universities for higher skill degrees. There shall be options for moving between skill universities and conventional universities

BSDU caters for students of all streams and levels and opens the way for better careers through apprenticeship. Under the emerging model of higher education, 10+2 or equivalent pass students including ITI and Polytechnic diploma holders can upgrade their skills and qualifications through the apprenticeship route right up to Ph.D and rise to the highest positions in industry and Govt. jobs.

The system is flexible and allows the students to move between the universities and the industry at their own convenience. The model also lends itself to progressive phase- wise implementation starting with integration of skills universities with industry, then integrating the conventional universities and skills universities with each other and with the industry. Then the ITIs, polytechnics and RPL may be integrated with the system and finally the degree apprenticeships may be integrated. The different phases need not wait for completion of one phase to start the next.
