The Global Terrorism Index (GTI) 2023 was published on March 14 by the Institute for Economics & Peace. The organisation ranked the twenty deadliest terrorist groups worldwide in its study. The Communist Party of India (CPI) of India made the top 12 list.

The report shows that 61 attacks initiated by CPI, 39 people lost their lives, and 30 were injured.

Considering that the Communist Party of India is a political party, it's probable that IEP mistakenly identified it with the communist parties that are outlawed. The Communist Party of India (Maoist) and all of its front groups, as well as the Communist Party of India (Marxist-Leninist), People's War, were outlawed in India, according to the Ministry of Home Affairs website.  The "Communist Party of India" is a term that is used by 34 parties in India, both active and inactive. The oldest communist organisation in India is the Communist Party of India (CPI). MN Roy, Evelyn Trent, Abani Mukherji, and MPT Acharya created it on December 26, 1925. The Indian Election Commission has recognised it as a National Party and a recognised political party. The party's dismal showing in the Lok Sabha elections in 2019 drew criticism from the ECI, which also threatened to revoke the party's national party recognition if a recurrence of the performance occurred. They were also cautioned in 2014, however in 2019 the ECI changed the regulations so that the CPI and two other parties could continue to be recognised as national parties until after the 2024 Lok Sabha Elections. This means that if the party does poorly in the Lok Sabha elections of 2024, it might no longer be regarded as a national party.

Notably, CPI ran for 49 seats in the 2019 elections but only won two. The current members of the 17th Lok Sabha are K Subbarayan from Tiruppur in Tamil Nadu and Muniyan Selvaraj Nagapatthinam.

The Communist Party of India (Maoist) was classified as the sixth most dangerous terrorist organisation in the world in a 2019 US government study on international terrorism. Based on statistics from 2017, the US State Department designated the Maoists as the fourth-largest terror organisation in the world in 2018.
