The government can now shut down the internet services in the event of a "public emergency" or "public safety". 

Here are the details of the new rules:

The power to suspend telecom services can only be exercised by the secretary to the government in either the home ministry or the home department.

The government previously had to use Section 144 of the IPCC to impose internet restrictions.

In the past, the government had censored videos of civilians being abused by security forces in Kashmir.

One concern with the new rules is that they were issued without any public consultation or review by an independent panel. Nikhil Pahwa, co-founder of Internet Freedom Foundation, told Hindustan Times, that the government should give the reasons for internet shutdowns so the decisions are open to public scrutiny.
