The Union Home Ministry has clearly stated to the Jammu and Kashmir administration that no matter how influential a person is, if he violates law and order in Kashmir or tries to provoke people, then public safety against him Act (PSA) should be imposed. According to government sources, the Public Safety Act may be imposed against representatives of political parties, separatist leaders and members of alleged social organizations in the coming times.

Under the PSA, there is a provision that a person can be detained for two years without any trial. The PSA law was implemented in the state by Farooq Abdullah's father Sheikh Abdullah. In the past, the government used to act against terrorists through this law.
