Telengana: T. Jeevan Reddy, a former minister and a member of the Congress Legislative Caucus, remarked that ignoring the Governor's address for the Budget Session is a violation of the Constitution. He stated that the conflict is not between the Bharatiya Janata Party (BJP) and the Telangana Rashtra Samithi (TRS).

He told reporters here that the Budget session must begin with the Governor's address, regardless of whether the previous session was prorogued or not. The government's constitutional role is to present the budget, with the Governor addressing both Houses, which must operate according to the Constitution's norms. He stated that the question of proroguing is merely technical and linked to the House's operation, whereas the Governor's address is constitutional.

Reddy stated that the Chief Minister's feelings for the BJP are his personal feelings, but that constitutional processes cannot be subverted for political reasons. Finance Minister T. Harish Rao's remarks about the Governor are startling, and he should be aware that Article 176 of the Constitution and Rule 70 of the Telangana Assembly explicitly indicate that Assembly sessions must begin with the Governor's address every year.
