Govt Imposes Restrictions on Importing Laptops, Computers, Tablets under HSN 8741 Category

The Indian government has swiftly imposed restrictions on the import of laptops, tablets, and personal computers falling under HSN 8741 category. Importers must obtain a valid license for restricted imports. However, there is an exemption from import licensing for one All-in-one Personal Computer or Ultra small form factor Computer, even those purchased from e-commerce portals or shipped through post or courier, with applicable duty payment.

As of Thursday, the Indian government has issued a notice imposing immediate restrictions on the import of laptops, tablets, and personal computers categorized under HSN 8741. The notice comes from the Ministry of Commerce and Industry, Department of Commerce, Government of India.

According to the notification, "Import of these items will only be permitted with a valid license for restricted imports."

The Directorate General of Foreign Trade clarified that these restrictions do not apply to imports under baggage rules.

Additionally, importers can obtain an exemption for up to 20 of these items per consignment for specific purposes, such as research and development, testing, benchmarking, evaluation, repair, re-export, and product development.

The notification states that "The imported goods must be used solely for the stated purposes and should not be sold. After fulfilling their intended purpose, the products must be either destroyed beyond use or re-exported."

Moreover, the notice highlights that "Laptops, Tablets, All-in-one Personal Computers, Ultra small factor Computers, and Servers, which are essential components of a Capital Good, are exempted from the import licensing requirements."
