Lalji Tandon was born in Chowk village of Shivnarine Tandon and Annapurna Devi of Lucknow, United Provinces, British India. He graduated from Kalicharan Degree College. Lal Ji Tandon married Krishna Tandon on 26 February 1958, with her they had three sons.

Lalji Tandon was a member of the Uttar Pradesh Legislative Council (Legislative Council) for two terms from 1978 to 1984 and remained the Leader of the House from 1990 to 1996. Subsequently, he remained a member of the Legislative Assembly (MLA). Three terms, 1996–2009, and from 2003 to 2007 remained Leader of the Opposition in the Legislative Assembly. He also served as the Minister of Urban Development in the Uttar Pradesh Cabinet under Mayawati (in the BSP-BJP alliance), and earlier in the Kalyan Singh Ministry.

On her birthday in April 2004, she was distributing free saris to poor women when a stampede ensued, killing 21 people. He was misrepresented in this case. In May 2009, he was elected to the 15th Lok Sabha from Lucknow by a margin of 40,000 votes from Rita Bahuguna Joshi of the Indian National Congress. This seat was held by former BJP President Atal Bihari Vajpayee for 1991 for four consecutive terms. Despite heavy electoral spending, Bahujan Samaj Party (BSP) Akhilesh Das finished third, trailing by 70,000 votes.

As the Governor of Bihar, he was praised for streamlining the academic activities of the state universities. On 20 July 2019, he was appointed as the 22nd Governor of Madhya Pradesh, replacing Anandiben Patel.
