In the 'Unauthorized Usage of WhatsApp Policy' section of its FAQ page, Whatsapp says that any user or institution that sends bulk messages or sends automated messages simultaneously will face legal action from December 7 onwards. However, Whatsapp has not clarified what kind of legal action it will take on the user. The incident of Whatsapp's misuse came to light during the recently concluded Lok Sabha elections. Users were found to be sending bulk messages to Whatsapp through the Free Clone app and software tools. Whatsapp has been the target of the central government since last year due to fake news and rumor spread. Since the Maharashtra incident last year, Whatsapp had appealed to users to stop spreading fake news and rumours through advertising.

WhatsApp has made several changes to its app to prevent fake news and rumors from going viral. With changes to the app's forwarding feature, users can now send a message to up to 5 people at a time. Even after this feature is added, some users are also sending bulk messages by cloning apps and through software tools. The decision to take legal action has been taken by WhatsApp.
