In the American Council on Foreign Relations (CFR), Imran has said that terrorist organization Al Qaeda was trained by the Pakistani Army and ISI before the September 11, 2001 attack on the US World Trade Center. He said that the government of Pakistan changed its policy towards those terrorist groups after the horrific 9/11 incident, but the Pakistani army did not want to change its policy.

Imran was asked why the Pakistani government did not conduct an investigation into the presence of Al Qaeda leader Osama bin Laden in Abbottabad and the killing of US Navy SEALs? To this, Imran said, 'We did the investigation, but I would say that the Pakistan Army, ISI had trained al Qaeda before 9/11, so the wires were always connected. Many army officers did not agree with the changed policy of America after 9/11".
