The Government of India is not on Imran Khan's tweet but is still waiting for Pakistan's proposal. That is, it is still necessary to have a passport to go to Kartarpur Sahib.

He had said that Sikh devotees will not need a passport, only ID card will work, no need to register 10 days in advance, no fees ($ 20) will be levied on the day of inauguration and Guruparva. Following this tweet by Imran Khan, Punjab Chief Minister Captain Amarinder Singh thanked him on Twitter.
