At the same time, the word 'phase down' associated with coal caught the attention of the whole world.
In fact, the draft presented at the conference had to allow all countries to phase out (completely stop the use of coal) for coal use, but at the last minute India and China phased it down as per their requirement. After opposition from India and China, it was agreed that some countries would gradually "reduce" coal use by not completely "eliminating" it, which angered many countries.
