Lucknow: The Commission of Inquiry constituted in the Bikru case has given a clean chit to the police in the Vikas Dubey encounter. A three-member inquiry commission constituted under the leadership of retired judge BS Chauhan has submitted a 797-page report. In the investigation report, action has been recommended against the policemen who were in connivance with Vikas Dubey. 

The report said that Vikas and all the criminals involved in his gang were protected by the local police and administrative officials. The local police station and revenue officials were in touch with Vikas Dubey and were taking advantage of many facilities. The supremacy of Vikas Dubey was flourishing only under the protection of the officers. The report further states that the action on Vikas Dubey was the result of the police and administration's neglect. Vikas Dubey was included in the top 10 criminals of the circle but was not in the list of top ten criminals of the district. 

According to the report, 64 cases were registered against Vikas Dubey and his gang, but the people of Vikas Dubey were also members of peace committees. In dozens of cases against Vikas Dubey, many serious sections were removed even before the chargesheet. There was never an appeal in the higher courts for the cancellation of Vikas Dubey's bail. His wife Richa Dubey, who called Vikas Dubey's encounter fake, also did not present his case before the Commission of Inquiry.
