The counting of votes for the 2024 Jharkhand Assembly Elections, which consist of 81 seats, is set to take place on November 23. The polling for the second phase of the elections began today at 7 AM, covering 38 seats. The first phase, which included elections for 43 seats, was held on November 13.

Jharkhand Election Voter Details

According to the latest data, Jharkhand has a total of 2,60,87,698 registered voters. Among these, 2,60,43,703 are General Electors, while 43,995 are classified as Service Voters. The recent electoral roll also highlights that 11,84,150 young voters enrolled this year, having reached the eligible age of 18 between January 1 and July 1, 2024.

Vote Counting Schedule and Security

The vote counting is expected to commence at 8 AM on November 23. In preparation, strict security measures will be enforced, including a strong presence of Jharkhand police along with units of the Central Armed Police Force (CAPFs) to ensure a peaceful counting process.

Key Guidelines for Vote Counting Day

The Election Commission of India (ECI) has outlined several guidelines for the vote counting process:

• The strong room, where the electronic voting machines (EVMs) are stored, will be opened in the presence of candidates, their authorized representatives, Returning Officer/Assistant Returning Officer, and an ECI Observer. This will be recorded on video.
• Only the Control Units (CUs) of the polled EVMs will be moved to the counting hall, under security and CCTV coverage, and in the presence of candidates or their agents.
• CUs will be brought to the counting tables round by round, under continuous CCTV monitoring, from the strong rooms.
• Before the counting begins, seals on the CUs will be checked, and their unique serial numbers will be verified in front of the counting agents appointed by the candidates.
• During the counting, agents can compare the displayed votes on the CU with the figures in Form-17C. Votes for each candidate are recorded in Part II of Form-17C, and signatures of the counting agents are collected.
• After the results are retrieved, EVMs and VVPATs (Voter Verifiable Paper Audit Trail) will be securely returned to the strong room, where they will remain until the election petition period concludes.
