According to its draft, no student will be able to stay out of the hostel after 11 pm. At the same time, students will have to come back to the hostel after the storm hours of closing the library. Under the new proposed rules, if a student wants to stay out of the hostel for a long period of time, or stay overnight, then he/she has to inform the concerned ward in writing. At the same time, no guest can stay in any student's hostel after 10:30 pm. If this is not done, the student can be ordered to vacate the hostel along with a fine of three to 20 thousand rupees.

It is to be noted that the picketing will also be punishable: Under the new proposed rules of hostel, it will be punishable to encircle or to leave the house of the living in the university campus. The JNU administration has sought views on the proposal of this manual by 18 October. After this the rules will be finalized. According to information received from JNU, a proposal has been prepared for changes in the rules after 2005. JNU Students' Union will hold a meeting with the students in regard of the new rules of hostel at JNU, student union president Ishi Ghosh says that feedback has been sought from all the hostel representatives regarding the proposal. She will meet with every student living in the hostel and hear their views, which will be reported to the students' union. After this, a further strategy will be decided on these rules.
