Kazakhstan Holds National Referendum on Amendments to Constitution

NUR-SULTAN: Kazakhstan will hold a national referendum on the acceptance of 31 revisions to the country's Constitution and  insertion of two new articles.  A total of 11,722,536 Kazakh people who were eligible to vote in the referendum were registered to vote at one of the 10,012 polling locations.

The amendments propose a transition from a super-presidential to a presidential form of government with a strong Parliament, the establishment of the Constitutional Court, the prohibition of the death penalty, and improved mechanisms for protecting citizens' rights in order to ensure democratisation of political processes.

According to the Kazakh Overseas Ministry's press office, Kazakhstan's foreign embassies and consulates opened 65 polling locations in 52 countries enabling residing and travelling people to participate in the referendum. 272 foreign observers, including 209 representatives from international organisations, have been accredited by the Central Referendum Commission (CRC).

Kazakhstan's first referendum was held 27 years ago, on April 29, 1995, to extend the tenure of the country's first president, Nursultan Nazarbayev, until December 1, 2000.

People voted for the adoption of a New Constitution in the second referendum, which took place on Aug. 30, 1995. Since then, August 30 has been designated as Kazakhstan's Constitution Day.
