Thiruvananthapuram: A ten-day session of the Kerala Legislative Assembly will commence today, August 22. Bills to replace 11 ordinances that have lapsed are on the agenda of the state government.

Kerala Speaker M.B Rajesh said an early session has been held as 11 ordinances had lapsed. "Due to the extraordinary state of affiar made by an inability to promulgate certain ordinances, we are conducting an early session," the speaker said.

Arif Mohammad Khan, the governor of Kerala, earlier this month declined to approve 11 lapsed ordinances without carefully reviewing them. The governor had declared that he opposed the "ordinance raj" since it went against the fundamental principles of democracy. He stated that he will not approve the re-promulgation of these ordinances without carefully reading them. He said, the promulgation of ordinances without legislative approval is prohibited by rules the Supreme Court has issued.

"An ordinance being passed is against democracy's principles. I must have some time to review them. You are permitted to present an ordinance in specific cases, but the assembly must approve it. You cannot continuously issue ordinances without considering the needs of the legislative assembly"he had said.

Six legislation, including the one pertaining to the Kerala Lok Ayukta (Amendment) Ordinance 2022, are anticipated to be discussed during the sixth session.
