SEOUL: North Korean leader Kim Jong-un urged for tougher "self-defense" measures to address "extremely significant" security threats, as he presided over a crucial ruling party session earlier this week Pyongyang's state media said on Saturday.

According to reports, no particular statement was delivered from the party's eighth Central Committee's fifth enlarged plenary meeting regarding the potential of another nuclear test by the secretive dictatorship. During the three-day high-profile meeting that ended Friday, the North avoided sending any fresh key messages to the US or South Korea.

Instead, Vice Foreign Minister Choe Son-hui, who previously played a crucial role in disarmament talks, was promoted to Foreign Minister.  Foreign Minister Ri Son-gwon has been appointed to head the United Front Department of the party, which is in charge of inter-Korean ties.

According to Pyongyang's official Korean Central News Agency (KCNA), the right to self-defence is a matter of safeguarding national sovereignty, and the North's security situation is "extremely critical" and on the verge of becoming even worse.
