According to NSO Group, the program has been sold only to government agencies. He claims that the aim is to fight terrorism and crime. The company's website reads, "NSO creates technology that helps government agencies prevent and investigate terrorism and crime, and save thousands of lives all over the world. However, in many countries, there have been allegations of misusing it to spy on people.
