New Delhi: The  President has approved the bill clarifying the rights of Lieutenant Governor Anil Baijal CM Kejriwal in Delhi amid political rage. This bill has now become law, with the approval of the President. The Government of National Capital Territory (Amendment) Bill, 2021 (GNCTD) has been approved by the Parliament in the recent past. The Delhi government is declaring this law against the constitution and has also issued a signal to challenge it in court. Significantly, the Rajya Sabha on Wednesday approved the Government of National Capital Territory of Delhi (Amendment) Bill 2021 amid opposition uproar. At the same time, this bill was passed in the Lok Sabha on Monday. The bill provides that the state cabinet or government is about to take the 'opinion' of the lieutenant governor before implementing any decision.

LG now empowered: According to the bill, in any law made by the Delhi Legislative Assembly, the government will mean LG. LG will have to inform all decisions, proposals agenda. If there is a difference of opinion on a case between the LG Council of Ministers, then LG can refer that case to the President. Not only this, LG will not approve any bill passed by the Legislative Assembly which is outside the jurisdiction of the legislature. He can reserve it for the President to consider.

The Supreme Court had also clarified the situation: According to the information received, the Supreme Court in its 2018 decision had also made it clear that whatever decision the Delhi Government will take, it will inform the LG, but LG's consent is not required. However, now under this bill, LG has got the right to send the case to the President if he does not agree with any decision of the Council of Ministers. Significantly, many opposition parties including the ruling Aam Aadmi Party, Congress, and National Conference in Delhi have opposed this bill. Arvind Kejriwal had targeted the central government BJP over this bill and said that they want to reduce the power of the elected government to that of the elected government.
