Thousands of refugees are taking up residence in Mizoram, and the state government is considering issuing them with identification cards. The Union Home Ministry had previously issued an advisory to four northeastern states — Mizoram, Manipur, Nagaland, and Arunachal Pradesh — stating that states and Union Territories do not have the authority to grant "refugee" status to any foreigner, and that India is not a signatory to the 1951 UN Refugee Convention or its 1967 Protocol.
