Thousands of refugees are taking up residence in Mizoram, and the state government is considering issuing them with identification cards. According to report, the process of issuing identity cards is now begun, with around 16,000 cards expected to be distributed. "It is difficult work for these folks who are scattered across borders and residing with family in different areas.

Several migrants are also residing in temporary camps, according to the official, and the task force on refugees will visit the border areas as soon as the COVID-19 situation improves. The state, in particular, has a 510-kilometre-long unfenced border with Myanmar.

The Union Home Ministry had previously issued an advisory to four northeastern states — Mizoram, Manipur, Nagaland, and Arunachal Pradesh — stating that states and Union Territories do not have the authority to grant "refugee" status to any foreigner, and that India is not a signatory to the 1951 UN Refugee Convention or its 1967 Protocol.
