MP Budget: Focus on women, jobs no new taxes, Major points here

BHOPAL: Madhya Pradesh Shivraj Singh Chouhan government has kept its last Budget of the outgoing Assembly a youth-and women-centric one, by announcing 1,00,000 government jobs and allocating significant funds for social welfare schemes such as the newly announced Ladli Behna Yojana.

“Women’s welfare has been our priority. Hence, a provision has been made in which Rs1,02,976 crore will be spent on women’s welfare in various schemes,” said CM Chouhan, after Finance Minister Jagdish Devda presented the Budget on Wednesday

Major Points:

* For the first time, e budget presented in Assembly.

* Provision of total appropriation of Rs 3,14,024.84 cr is 12% more than the previous year. * Total net expenditure of Rs 2,81,553.62 cr

* Revenue Surplus 412.76 cr.  Fiscal deficit estimated at 4.02 % of gross state domestic product. n Estimated revenue receipts are Rs 2,25,7-9.90 cr.

* Estimated 11% increase in state own tax revenue in year 2023-24 in comparison to revised estimate of year 2022- 23.   Estimated increase of 11% in revenue expenditure in 2023- 24 as compared to revised estimate of 2022-23.

* Estimated increase of 15% in capital expenditure in the year 2023-24 as compared to revised estimate of 2022-23.

* Capital outlay in the year 2023- 24 estimated at 4% of state's GDP n Revenue surplus in the year 2023-24 is 0.03% of the state's gross domestic product.

* Rs 5,520 for Atal Krishi Jyoti Yojana

* Rs 36,950. 16 cr for Schedule Tribes (Sub Scheme),   Rs 260.86.81 cr for Schedule Caste (Sub Scheme) and  Rs 8,000 cr for Mukyamantri Ladli Bahna scheme

* Provision of Rs 7,332 cr for Jal Jeevan Mission-National Rural Drinking Water Mission

* Rs 6,935 cr assistance for carrying out reforms required as per 15th Finance Commission,   Rs 4,641 cr for government high and higher secondary schools.

* Rs 3,230 cr for Mukyamantri Kisan Kalyan Yojana,  Rs 2,001 cr for Pradhan Mantri Fasal Bima Yojana, * Rs 5,520 for Atal Krishi Jyoti Yojana

* Rs 1,556 cr for medical college and associated hospital , Rs 10,298 cr budget for Home Department

* More than one lakh jobs for youths in government services * Rs 738 cr to promote sports activities in state   Rs 350 cr for development of Ekatam Dham

* Rs 18,242 cr for solar sector Rs 2,800 cr for Pradhanmantri Awas Yojana.  Rs 80 cr for expansion of airports and air stripes, * Financial assistance of Rs 1,740 cr for investment encouragement to industrial industries

* Mining technology college proposed in Singhrauli.  Rs 55,000 to be given in place of Rs 51,000 under Mukyamantri Kanya Vivah Evam Kanya Nikah Yojana.

* In coming years, total 25 government medical colleges will become functional. By the start of proposed medical colleges, MBBS seats will get increased to 3,605 from existing 2055.

Government has also announced reduction in stamp duty from 2.5% to 1.5% on development agreement which gives selling right to the developer. It has also decided to reduce stamp duty to zero from 5% on sale deeds executed by private developers (registered with RERA) in favour of EWS. Through this, around 3,500 EWS beneficiaries will get relief of around Rs 9 crore.
