Bhopal: For those riding 2-wheelers, big news is coming out from Madhya Pradesh, in which it is being told that driving without a helmet will now attract a fine of Rs 400 (mitigation fee) instead of 250 rupees. Driving without a permit will have to pay a fine of Rs 10,000. A fine of 1,000 rupees will be levied on the light vehicles, 5,000 on the medium vehicles, 10,000 on heavy vehicles and 2,000 rupees for tractor-trolley if loaded in the vehicle is more than the prescribed limit if it is outside the prescribed limit, behind or outside the height or side.  

Other such provisions have also been proposed in the rules of the Motor Vehicles Act, 1988 (Amendment 2019). The final decision on these will be taken in the cabinet to be chaired by CM Shivraj Singh Chouhan on Tuesday. The Transport Department is going to amend the provision of fine after 7 years. According to sources, the central government has amended the Act to provide for fines in all sections. According to this, the state government is revising the rate of mitigation fee.

There was no mitigation fee fixed for failure to allow emergency vehicles (ambulances, etc.) to pass through uninterruptedly. Now 1,000 rupees have been proposed for this. Similarly, a new item of mitigation fee of Rs.500/- for non-use of a safety belt, Rs.500/- for the motorcyclist or a rear-seat rider is being included in case of violation of safety measures. Similarly, under another proposal, the monthly vehicle tax payable on passenger buses will be completely waived in the period from April 1, 2021, to June 30, 2021. This will result in a loss of monthly motor vehicle tax of Rs 103 crore to the government. The meeting will also consider a proposal to replace the contract school teacher with the primary teacher (Grade Pay 2400).
