New Delhi: On Thursday, the Supreme Court heard the elections regarding free schemes. The hearing was being conducted by a bench headed by CJI NV Ramana. While hearing Ashwini Upadhyay's petition on the debate over these free schemes in the country, the CJI narrated an anecdote related to his father-in-law.

The CJI said that his father-in-law is a farmer and many years ago he wanted an electricity connection, but the government had banned new electricity connections. He asked me if they could file a petition. Then, one day, the Government took a decision and the persons who had illegal electricity connections were regularized. Those in line were released. I couldn't answer my father-in-law. What message are we sending? Those doing illegal work are benefiting.

In this incident, Kapil Sibal also gave the example of a woman and said that this is a very difficult issue. Sibal said when he asked a woman walking on the road how she travels, she said bus travel is free. So I don't understand whether the free scheme is important or the loss of the transport sector needs to be considered. Due to the hearing, the CJI said that there should be some kind of white paper on this matter. There should be a debate. Both the economy is suffering and the welfare of the people has to be balanced. So we want some committee. Then, the Solicitor General said, "We propose a committee comprising secretary, central government, secretary state government, representatives of every political party, representatives of NITI Aayog, RBI, Finance Commission, National Taxpayers Association."
