New Delhi: The central government wants to lay a network of roads in the country. The government has also been successful to a great extent in this scheme. Over the years, many major highways have been built in the country. Now, to give it further momentum, the government is going to adopt the old BOT model of public-private partnership. After four years of adopting hybrid-annuity and EPC models, NHAI has now started promoting BoT projects. Recently it has decided to award contracts for about 950 km of highway projects on a BOT basis.

For public-private partnership (PPP) projects, BOT ie (Build, Operate and Transfer ie Build Road, collect toll from vehicles with the maintenance of the road till the agreement period and then finally hand the road back to the government) The government did it during the Golden Quadrilateral plan. Subsequently, the UPA government also used this model in the road projects of the National Highway Program. But in the second term of the Manmohan Singh government, when the banks started giving loans due to sluggishness of road projects, the options of BOT model started to be considered.

This was followed by new models such as annuity (the private company pays money, while the government pays it every year) and EPC (Engineering, Procurement and Construction - in which the government pays the private company money in advance). After this, when the Modi government came, it started giving priority to hybrid-annuity and EPC models over BOT projects to pursue pending projects and encourage private companies. This opened the way for the completion of hundreds of stuck projects. But after four years, working on these models has been financially difficult for the government. This is the reason why NHAI has been asked to adopt the BOT model again.
