New Delhi: The tension of keeping hard copies of documents like RC and driving licence while driving is now going to end. Now you can also drive with only valid soft copies of these vehicle-related documents. These will be completely valid during the investigation, i.e., hard copies will not be required to be shown. Also, you will now be able to use a mobile to see the route while driving. In fact, the Ministry of Road Transport and Highways has notified various amendments to the Motor Vehicles Rules, 1989, which will come into effect from October 1. The government has said that from October 1, 2020, all vehicle-related documents including driving licences and e-challans will be maintained through an IT portal. Physical documents (hard copies) will not be sought in lieu of vehicle documents found valid electronically during the course of an investigation. It has also been stated that the driving license disqualified or revoked by the licensing authority will be recorded on the portal and will also be updated.

The new rules also provide that only mobile or similar devices can be used for route navigation while driving, but must also ensure that the driver's attention is not distracted. However, there is no permission to talk on the phone while driving, i.e., even from October 1, talking to mobile can lead to fines up to 1000 to 5,000 rupees.  "The Ministry of Road Transport and Highways has issued a notification regarding various amendments made in motor vehicle rules 1989, which will enable maintenance of vehicle documents and e-Challans through the portal from 1st October 2020 for better monitoring and implementation of motor vehicle rules," the Ministry of Road Transport and Highways said in a statement.

Harassment of drivers: The ministry has said that the use of IT service and electronic monitoring will enable better enforcement of traffic rules in the country. It will also remove harassment of drivers and facilitate people.

All records on the portal: The portal provides for physical and electronic certificate and availability of certificates. The Commodities of such document, its issuance, the date-time seal of the examination and identity of the officer will be recorded on the portal. This will help prevent unnecessary re-checking of vehicles, which will stop harassment of drivers. The new rules provide that if the enforcement officer finds the details of the document valid through electronic means, those documents will not be sought in the physical form (hard copy) for examination. This includes cases where documents are to be seized due to an offence.
