New Delhi: As the NRC issue date draws near, people's concerns are on the rise. The final list of NRC will be released on August 31. People fear what will happen if their names are not included in the list. But the Union Home Ministry has given relief to them. The ministry says that the non-inclusion of names in the list does not make it foreigner. "No person is named in the NRC and he has not declared a foreigner," the ministry spokesman said.

Everyone left in the final NRC list can appeal to the foreign tribunal. The number of foreign tribunals is being increased. The government will make necessary arrangements to provide free legal aid to those in need, who will not be able to join the NRC's last list.

Assam Additional Chief Secretary (Home and Political Department) Kumar Sanjay Krishna said in a statement that those who are not included in the NRC list will not be detained under any circumstances unless the foreign tribunal declares them as foreign nationals.

Earlier, the Home Ministry had categorically stated that if a person's name is not included in the final list of the NRC, it does not mean that he will be declared a foreigner. As per the Foreigners Act 1946 and the Foreigners Tribunal Order 1964, the right to declare any person as foreign is with the foreign tribunal only. The State Government is very cautious about 31st August.
