It is noteworthy that the right to domicile refers to the participation of the local people in the educational institutions of the valley, in jobs and the right to own land. Muzaffar Baig attacked Mehbooba Mufti, saying that she should never say that if Article 370 is removed, no tricolor will be found in the valley. Due to her statement, Jammu and Kashmir was changed as a union territory. During the visit of foreign diplomats to Kashmir, Baig said, 'I had met EU MPs even before, I told them that Pakistan is bound by the Shimla Agreement'.
