New Delhi: President Ram Nath Kovind has approved Central Educational Institutions (Reservation in Teacher's Cadre) Ordinance 2019 which will restore 200-point roster system for faculty recruitment under which university will be considered a "unit" instead of departments or subjects. The Narendra Modi-led BJP government approved a proposal for promulgation of The Central Educational Institutions (Reservation in Teachers' Cadre) Ordinance, 2019 to restore the earlier 200-point roster based reservation system in Higher Education Institutions (HEIs) at the last Cabinet meeting yesterday.

With the president's nod, University Grants Commission (UGC) has asked central universities, state universities and deemed to be universities receiving grant-in-aid from UGC or the government to start recruitment immediately. The UGC said in a letter to university vice-chancellors "Following the promulgation of the ordinance, the universities are directed to start recruitment process immediately,". As per this new system, the university or college will now be considered as one unit, instead of treating department or subject as one unit.After the passage of this ordinance, higher education institutions will now be able to directly recruit persons belonging to Scheduled Castes (SC), Scheduled Tribes (ST) and Socially and Educationally Backward Classes (SEBL).

A nation-wide bandh was recently called by the Samvidhan Bachao Sangharsh Samiti to protest against the “anti-reservation” 13-point roster system and it received support from teachers who marched from Mandi House to Jantar Mantar. The march also received support from Rashtriya Janata Dal (RJD) and Rashtriya Lok Samta Party in Bihar.
