'Prevention' is encouraged in the fight against terrorism says the UN chief

USA: In order to stop the spread of such violence, nations must address the "underlying conditions that can lead to terrorism," such as poverty, according to UN Secretary-General Antonio Guterres.

"While we have made some significant gains over the years, terrorism and violent extremism continue to take root and grow," he said at a conference on the subject in New York.

"Stand as one against this global threat," Guterres exhorted, "against this global threat."

He also mentioned the "brutal legacy" of the so-called Daesh group in Syria and Iraq. "Al-Qaeda and Da'esh affiliates in Africa are rapidly gaining ground in places like the Sahel and probing southward towards the Gulf of Guinea," he said.

"White supremacist and neo-Nazi movements are quickly overtaking other domestic security threats in a number of countries,"

Guterres emphasised that extremism "preys" on the various global crises, such as the food and energy shortages, global warming, and the escalation of online hatred, and said: "We must focus on the most effective approach to ending this menace: prevention."

"Prevention encompasses more than thwarting assaults and thwarting plots. It entails addressing the root causes of terrorism, including deprivation, discrimination, disillusionment, a lack of institutions and infrastructure, and flagrant violations of human rights.

Additionally, Guterres insisted that the war on terror must uphold human rights, including the return of foreign terrorists and their families who are still detained in camps after Daesh is defeated.

"(I) once again urge all member states to support quickening the pace of repatriation as a top priority. This is a matter of security as well as human decency and compassion, he continued.
