Punjab Assembly adopts a law to empower Vigilance Commission

CHANDIGARH: Punjab Chief Minister Bhagwant Mann introduced the unanimously approved Punjab State Vigilance Commission (Repeal) Bill, 2022, on Friday.

Mann moved a resolution in this regard, stating that the Prevention of Corruption (Amendment) Act of 2018 and the Prevention of Corruption Act of 1988 both require the Punjab State Vigilance Commission to investigate or cause investigations into complaints alleging public servants have committed crimes.

He said, the commission has the authority to supervise and direct the Vigilance Bureau's and the police establishment's operations as they relate to corruption cases. The Punjab State Vigilance Commission Act 2020, has significant departures from the Central Vigilance Commission Act 2003, which it was intended to be modelled after, he said.

The Chief Minister said, the Vigilance Commission set up under this Act is consequently not accomplishing anything beneficial other than burdening the state exchequer.

He said that the state has numerous entities, including a fully functional Vigilance Department, to deal with the same group of stakeholders.

Therefore it has become imperative to repeal the Punjab State Vigilance Commission Act 2020 in order to eliminate duplicating or conflicting results, as well as the ensuing delays and communication gaps, he said.
