A demon named Vritrasura wanted to take control of heaven on the strength of his courage. He could not be defeated by anyone, so Devraj Indra lost to him many times. Then Devaraj got a thunderbolt made from the bones of Maharishi Dadhichi's body and vowed that this time he will get Virgati or will be victorious. Hearing this, Devraj's wife Shachi became distraught and made a Raksha sutra and tied it on Indra's wrist. On the day she tied Rakshasutra, it was Sawan Purnima. He then went to war got the victory. After this Goddess Lakshmi tied this Rakshasutra to King Bali.
