The Indian state of Andhra Pradesh has passed the Disha Bill, 2019 (Andhra Pradesh Criminal Law (Amendment) Act 2019) in the Legislative Assembly. Under this bill, criminals who commit rape and gang rape will be given a death sentence after completing the trial within 21 days. According to this, in cases where evidence worth taking cognizance is available, its investigation will have to be completed in 7 days and the trial will be completed in 14 working days.

According to media reports, this bill has reduced the time frame for the pronouncement of judgment from the current 4 months to 21 days. Sections 354 (e) and 354 (f) of the Indian Penal Code have also been kept in this law. Section 354 (f) provides punishment of 10 to 14 years for the perpetrators of child sexual abuse. If the case is very serious and inhumane, then life imprisonment can also be punished. In the case of exploitation through social or digital media, the accused can be sentenced to 2 years for the first time and 4 years for the second time.

On November 27 in Hyderabad with a female veterinarian, 4 accused, after killing a victim, set the body on fire and it was named Disha by the people. The accused kidnapped and then outraged her by pretending to help her in fixing her puncture scooty. The next day, the half-dead body of the woman was found in an underpass near Shadnagar on National Highway-44. Investigation revealed that the accused had planned to kidnap her by doing her scooty puncture. The Government of India had started a database of the National Registry of Sexual Offenders which is neither digitized nor can people view it. In the Disha Bill, the state government will create a register which will be an electronic platform and it has been named the Women and Children Offenders Registry. This registry will be public and legal agencies will be able to view it.
